James Chan, PhD,
is founder and principal of Asia Marketing and Management (AMM),
a United States-based consultancy that specializes in advising U.S.
companies on doing business in China and on entrepreneurship. An
experienced, animated public speaker in three languages-English,
Mandarin Chinese, and the Cantonese dialect-Dr. Chan was born in
Guangzhou, China. He received his Ph.D. in geography in 1977 from
the University of Michigan, Ann Arbor; M.A. in 1973 from the University
of Chicago, and B.A. in 1970 from the University of Hong Kong. A
naturalized citizen of the United States, Dr. Chan lives and works

Senior executives
view outsourcing and offshoring as necessary parts of business development.
They cannot ignore it as a source of competitive advantage. They
also cannot ignore that offshoring is controversial. Manufacturing
jobs from the United States and from Western Europe (that were earlier
offshored, respectively, to the Maquiladora region or to Central
Europe) are now going further afield to China and to India. Due
to the rise in quality and quantity of engineers from Asia, engineering
jobs are also being offshored.
What are engineers
and project managers to do when they are told to offshore? First,
a prime strategic question is "When to go and when to stay?"
Second, are there alternatives to the lowest-cost-offshore strategy?
Third, engineers from North America now have to work in dispersed
design teams with engineers from abroad. Miscommunication occurs
frequently. Professor David will discuss effective practices for
handling cultural and power issues that arise in dispersed teams;
these practices reduce costly miscommunications and improve performance.
